The possibility to change it should be promoted to a GUI setting IMO. Parsing a list of emails is not the same thing that reading a top menu. Increasing the size through useChrome.css is possible. Up to TB 102 I've been satisfied with that. WebGenerally, you can customise the Thunderbird’s look with the files chrome/userChrome.css (for the UI) and chrome/userContent.css (for the message display), both located in your Thunderbird profile folder.
